Is it possible to make a watermark uneditable when highlighting text in a PDF?

I have to add a large watermark to DRAFT PDFs in Acrobat but when someone tries to highlight text near the watermark (for editing) it selects the watermark instead. Even when I put the watermark behind the text. Is it possible to lock the watermark so it's not selectable when editing a PDF. Seems like that would be the default.

You can use an image as watermark.

Why wouldn't the Acrobat Watermark work? It's the way created by Adobe to add a watermark.

Also, using an image will cause problems for filled boxes and images, correct?
