Is there a way to do 'talk to text' (speech to text, NOT text to speech) in Adobe Acrobat PDFs ?
I need to dictate via my voice what I need written within adobe acrobat pdf forms

Acrobat doesn't have such a feature, no. You might be able to use a plugin or an external application to add it, though.

I wonder if this might be possible on a mobile device - lots of speech to text options in place in the phone operating systems.

It may be. The issue is Acrobat PDF's only allow date/time stamp certificate signing on PC and Mac (not iOS or android). I have to sign 8 documents a day. So that would involve dictating them in mobile then doing to PC to sign them. It could work. It just wouldn't be very seamless.

Yes - I don't do anything but view an occasional PDF on a mobile device. I suspect the toolset in the Android/iOS versions would be limited.
