Is there a way to open a toolbar without the pane?

Is there any way to open the comments toolbar--or any toolbar for that matter--without the comments pane automatically opening up on the right hand side of the window? I want to be able to change the color of my highlighter without having to open and close the stupid tool pane everytime I want to do this. Thanks!

Well I'm not sure if it's possible to do what I originally wanted but I figured out a quick fix tha twill suffice. I didn't realize you could add the color changer to the quick actions toolbar. Now I can highlight and change color without messing with the pane.
