Issues with opening PDF Files whitout dowloading

I always have to download PDFs to open them. I have tried all the settings, but it doesn’t work. What could be the cause?

PDF files have to be downloaded before they can be viewed. That can't be changed.

What you're probably trying to achieve is to open them directly in the browser.
