Keep Tool Won't Display

I finally found the keep tool and customized my toolbar to add it back. Except it doesn't show up. What am I doing wrong?

You can see I added it and saved it.

But it's nowhere to be seen on the toolbar.

If I click the annotate button (where it appears when customizing the toolbar) it's just my signature.
