I have a basic question about layers in a pdf. Some pdf's allow you to see layers and others do not. Is this related to how the pdf was originally created? Is there a way to see layers in all p

By seeing layers, do you mean the "layers" listed in the Layers Panel on the left side of the Acrobat Window? This window is used to set layer visibility and other properties.

There is an internal PDF setting that determines whether or not a "layer" is listed in this panel. This setting is not available in the Acrobat UI, but it can be controlled with JavaScript.

The PDF needs to be created with layers. With some PDF files it is quite interesting to have layers like geo-data or technical drawings. It's the creator ('s software) who decides if layers are in the PDF or not.
