I need to link from 1 PDF to another PDF directly to a destination that will be on a website. I will have the web URL to the 2nd PDF and will need to direct it to the destination. How do I do that?

What do you mean by a "destination" in this context? Something other than the URL of file 2?

Yes, you can add destinations in PDFs using Adobe Acrobat Pro to use to set links to a certain page and to a certain area on the page.

Please let us know if you are trying to add a link to the PDF that will open the second PDF, which is available online. Do you wish to add the link to the second PDF on one of the pages of the PDF?
Would you mind sharing the complete workflow you wish to achieve here? It would be helpful if you could share the screenshot to better understand your workflow.

Both the main report and the Appendices file will be online. The links will be in the Main Report, linking to the Appendices file to a specific table in the Appendix file. See the figure below. There's a link in the Note. This figure is from the main report. The appendix table that it will link to will be in the appendix file (separate from main report).
This is the table it will link to. It is on page E-13 of the appendix file.
