Locking certain sections of a PDF without using Adobe PRO

Adobe Acrobat Reader DC.

I have created a PDF (by excel) that I easily fill using "fill and sign" and it needs to be circulated around multiple people.

Example: a normal pdf (with 3 sections) that has to be passed to 3 different people one after the other for them to fill out their corresponding section.

Is there a way for person #1 to lock his fillable text sections after they are done filling it out?

I do not want person #2 to be able to change person #1's fillable text portions, and also we do not want person #3 to be able to change person #1 and #2's section.

Is there a feature for this but without using Adobe PRO?

I know how to make it work for one person, that Person # 1 fills their part and sign the document so no one can change it, I need to make it work for 3 or more people.
