I have a table of contents created in my document, but the <TOC> tag keeps automatically changing to a <P> tag. Is there a fix for this? I've had this problem with multiple documents, so I don't believe it's the individual document itself.

I would love at least one answer to this question because I'm now having the same issue. I create a new TOC tag and it changes to P, no matter what I do. This means it cannot pass the PAC checker, which means I cannot submit this doc as 508 compliant.

What is the workflow/steps you are doing? A small video recording of the same would be very helpful.
Is this an issue with a particular PDF file or with all the PDFs? Please try with a different PDF file and check. If the file is stored on a shared network/drive please download it to your computer locally and then try again.
What is the version of the OS and the Acrobat DC you are using? To check the version go to Help > About Acrobat and make sure you have the recent version 24.02.20857 installed. Go to Help > Check for updates and reboot the computer once.
Also, try to repair the installation from the help menu (Win Only) and see if that works.
You may also try to reset the Acrobat preferences as described here (https://adobe.ly/3L7OFLm) and see if helps.

I had the same issue. However, I found the issue was when I used the same TOC Paragrph style in a text block, it would change the <TOC> tag to a <P>.
