Measure tool doesn't show scale setting

In measure tools the change scale ratio doesn't appear

Select the measuring tool, then right-click anywhere in the PDF to view the options - "Change Scale Ratio".

Yes, but what if the change scale ratio is not there when I right click?

I had the same problem but believe it is resolved by:

right click and select preferences.
then in 2D measuring preferences, un-check "Use Scale and Units from Document (when present)".
Then go back to .pdf where you want to measure and right click does produce the expected "Change Scale Ratio and Precision".
