    H Farouk,

    Thank you for reaching out.

Adobe Acrobat Pro DC is a desktop application that can edit and save PDFs locally on the machine without passing them to Document Cloud. The files do not upload/ save to the document cloud automatically. You may upload them to the cloud using the upload icon provided in the desktop application. However, it will be your choice.

For more information on Acrobat DC, please refer to the following help document: https://helpx.adobe.com/acrobat/faq.html.

Let us know if you have any questions.

    Thanks,

    Meenakshi

It does not manage local files in the sense of move, delete, rename. You do this using File Explorer or Finder as for any other file.  But you can open and edit local PDF files in Acrobat Pro DC.

Acrobat is a local desktop application, not a cloud-based one. It can open files that are based on the cloud (after it makes a temporary copy of them on the local machine) or local files, and then save them in either location.

I rarely use the cloud,  and manage, view and edit PDFs locally all day long.

    My  best,

Let me move this to the Acrobat forum for you, which is the appropriate forum for your question.

The Using the Community forum is for help in using the Adobe Support Community forums, not for help with specific programs. Product questions should be posted in the associated product community.

It can do both, although from what I've seen it has far greater capabilities when it sees the storage location as "local". Someone else may have better information; I only use Acrobat to create PDFs and run shared reviews.
