Need help with Security settings (PDF)

I created a fillable document. However, I do not want the person who is filling out the form to have access to the fields (edit).  The user still needs to be able to save, add pages, extract, etc. I just do not want the user to be able to edit/change the fillable fields (complex). I hope that makes sense. What Security settings (password protected) do I need to have?
