Open PDFs in Acrobat DC Pro instead of Chrome

I'm helping a user who is trying to open pdfs directly in Adobe DC Pro.  I've unchecked a couple preferences in Chrome to just download and in Adobe DC Pro and can't get it to work.  Is the only option the Open in Desktop app option in the top right hand corner?

If I understand correctly, what you should do is change the default application to open the PDF, right?

No, Adobe DC Pro is the default pdf reader/writer already.  When the user opens the pdfs it opens the Chrome based web view instead of open in the Adobe DC Pro software directly.  I'm sorry if I didn't make it clear enough.  I've disabled the web view in the Internet option in preferences.  I've also unchecked Display in Read mode.

There is an open in Desktop app option in top right hand corner which the user can click on.  I'm just wondering if the Chrome based web view can be disabled.
