Page Display Preferences

I've searched for recent posts regarding this issue and have come up with nothing that solves the issue. Whenever I open a new pdf it ignores the page layout setting and only recognizes the zoom setting. With both set to automatic the page displays at about 45% on the left side of the window. If opening a multi-page document it reverts to showing the first 2 pages.

Neither of these work for me.

All I want is to have the settings work to display the layout as a single page and zoom setting at Fit Page..

I would appreciate it if anyone has a solution, or at leat to know if anyone else is having similar issues.
