PDF in Acrobat has no document restriction, when opened in Reader DC it put restrictions in

At my company we need to fill out forms sent to us by the U.S. Govt.  The form pdfs had restrictions that would not allow saving or signing.  I changed the restrictions in Acrobat on my personal computer and did a test run in Reader DC and it had reverted back to the prior restrictions and has this note at the bottom of the security tab in properties: "* this PDF form restricts some operations".

How can I correct this?

Is there a problem with Reader that it overrides settings done in Acrobat?

Hope you are doing well and sorry for the trouble. As described, you got some PDF forms with restrictions and you changed the restrictions in Acrobat on personal computer and did a test run in Reader DC and it had reverted back to the prior restrictions.

 

- Do you have the permission to change the restrictions on the PDF forms you got?

- What is the workflow/steps you did to remove/change the restrictions?

 

Please share the screens hot of the document restriction summary before and after you made the changes to the restrictions. Open the PDF > Go to File > Properties > Under security tab, check document restriction summary.

 

You may also try to save the PDF as Reader Extended. Open PDF > File > Save as Other > Reader Extended > Enable more tools (Include fill in and Save) and see if that helps.
