Pdf not printing to accurate size - even when Actual Size is chosen.

I have labels I have created to fit an Avery template. I have saved the labels to a pdf for my client to print. However, even when they choose "Actual Size" or 100%, the labels do not print correctly onto the Avery labels. If I print from the source file (indesign) everything lines up perfectly, but not when they print from a pdf. It does not seem to really be printing at 100% or is changing the margins. How can this be fixed?

This is a user bug not a program bug. I had a lot of times calls that my data was to small, not accurate etc. If the PDF is correct, printing will be correct. There are some parameters that can influence the printing. The printer driver holds many possibilities that prints are not done at 100%.

You need to know exactly what printer is used, get all the screen copies of the printing dialogue screens. And you need to know what program the client uses.
