pdf to xml convert

I would like to convert a pdf to XML format. according to adobe this should work however I it Adobe CC and the option export to XML is not present, only the office variants to export to. Am I looking wrong, or am I not using the right Adobe Suite.

Acrobat Reader can't export as XML.

how the pdf was ever created I don't know, it can be found on this website https://meetinstrumentenzorg.nl/wp-content/uploads/instrumenten/PNP-meetinstr..pdf.
From which I download it.
The option convert or export to xml is not present in my adobe environment, I only see the option export pdf to word/powerpoint/excel/jpeg/rtf

Can you describe the original document you plan to convert?

How was it made, is it a scan or an export?

Doeas it show the code or you expect the export process to 'format' your content?
