PDF Tools Missing

Question

This happens too frequently. The tools in the side panel for Edit, Organize, Redact, etc are missing (see screenshot below). I am logged into my account and yes, my license is active for Pro (part of Enterprise Creative Cloud). Please advise what is going on and how to stop this from happening again.

Also, how do I make the "floating" toolbar permanently fixed to the top or side ribbon? I miss the former version.

Consider the "new Acrobat" as a beta version, many features are still missing or half-implemented.
