Hello @martinihv!

I hope you are doing well, and thanks for reaching out.

The error "Order array shall contain references to all OCGs" is related to Optional Content Groups (OCGs)—these are typically used for layers or visibility settings in PDFs. This issue can occur if one or more of the source PDFs contain layers (OCGs), and when they're merged, the resulting document has inconsistent or incomplete references in the "Order" array.

Why it works in Adobe Cloud:
Adobe Cloud might be handling the flattening or optimization of the layers automatically, ensuring the resulting PDF/A is compliant. Acrobat Pro, on the other hand, might retain the OCG structure unless explicitly removed or flattened.

Flatten layers before combining: In Acrobat Pro, go to Print Production > Flattener Preview, and flatten each file before combining.

Preflight Tool: Use Preflight (All Tools > Print Production > Preflight), and run a fixup for "Flatten optional content" or use the PDF/A conversion profiles that include OCG handling.

Combine and then convert: If signatures are not critical at this stage, combine your PDFs and then convert the final document to PDF/A using the Preflight PDF/A profile.

Preserve signatures: If you need to preserve signatures, consider signing only after the document is converted to PDF/A and finalized.
