PDF workflow: sequential commenting by multiple reviewers (revision-safe)

Hi everyone,

I need to create a PDF document for a review workflow where several people read and comment on the file one after another.

Here’s what I need:

• Person 1 reads the PDF, adds comments, saves it, and sends it to Person 2.
• Person 2 can see Person 1’s comments but cannot change or delete them. They should only be able to add their own comments.
• The same continues for Person 3, Person 4, and so on.

Ideally, the document should be revision-safe, meaning that all comments and changes are traceable, and earlier annotations cannot be altered by later reviewers.

Is there a way to set up such a protected, revision-safe commenting process directly within a PDF file?
