I also received this email from a user to contact support via Adobe.Tech@outlook.com. They immediately asked for my PSE2024 serial code. Red flags immediately went up. The username is @37467519

No, any mail address not ending with adobe.com is not legit. As a side note: on these fora, Adobe employees are tagged as Adobe employees. So you can securely assume: no tag, no employee.
