It's not. We can ban this user, but a new one will just pop up instead... It's a continuous Mouse-and-Cat game with these scammers.

No, any mail address not ending with adobe.com is not legit. As a side note: on these fora, Adobe employees are tagged as Adobe employees. So you can securely assume: no tag, no employee.

I also received this email from a user to contact support via Adobe.Tech@outlook.com. They immediately asked for my PSE2024 serial code. Red flags immediately went up. The username is @Susan Martin..

No, they are not more responsive. They have only to get private information from you. They don't need to solve issues. As @try67 says, we can get users banned, but they will create a new Adobe ID and continue to scam. You should, however, report the user either publicly here or privatly via a direct message. We can't, however, ban the e-mail address. That needs to be done by the e-mail provider, wich is with outlook.com Microsoft.
