Pin the floating toolbar

Is it possible to pin the floating toolbar in the newest Adobe Acrobat?

The enormous free space on the top of the program (to the right of the undo/redo buttons)
is where I used to keep all my favorite tool for commenting and redlining documents.
A well used area that is there anyways - not floating on top of what I am reviewing.

I would also take a pinned vertical toolbar over the floating-on-top "solution" 
Everything in one place.
Not like now, that some is on the top left, some at the top right, some at the bottom right.
