Question

I am working with local farrmers and ranchers to get solar power on their land and cut down expenses. I complete the REAP (Rural Energy for America Program). I have to fill out and complete many documents and submit them to the USDA but all of them can be saved and edeted at another time but the SF4280 form. is there something I can do to make the form savable so that I can go back and edit it as I have to instead of saving it as a PDF? I have to start back from scratch any time I close the file because I cannot save it and the saved PDF becomes uneditable. Any help is appreciated. Thank you!

This is a special kind of PDF file. In the past it was necessary to apply a special right to it so that it can be saved, but now that right actually prevents that. There's nothing you can do about it. Report this issue to the authors of the form and ask them to change it. Also, inform them there are scripting errors in the file, which could prevent it from working properly.
