Prepared PDF form remains editable after being filled and saved

I've prepared an existing Acrobat PDF to have a form in it. A simple text field is all that is inserted. I then save as a typical PDF file. 

 

However, when a user (Acrobat Reader) opens the PDF, fills in the text field and saves, that newly saved PDF has the text field remain editable when reopened. The field continues to be editable everytime it's opened. It should be locked in as a saved form which is the purpose of the tool.

 

Has anyone had this happen to them and/or knows of what the problem may be?

That requires a signature of some sort to lock the file.

It is normal for a form you prepare to be filled and saved then allowed to be edited again when reopened? Just about every PDF form I ever fill out, once saved and reopened, cannot have the fields changed further.
