Problem Converting Publisher (.pub) to PDF (.pdf)

I am trying to convert a 20-page montly newsletter (in MS Publisher) to Adobe Acrobat for our congregation to read via email. Most of the members have Adobe but not MS Office (Publisher). I can convert Publisher to PDF but the page pairings are mixed up and do not convert as one page to one page, in the PDF file, it converts to 2 pages (front/back, page 2/page 19, etc.) The problem is it makes a portion of it unreadable since there are 4 pages that contain meeting minutes, the pages with the meeting minutes are mixed up and not sequential. How can I fix this problem? The converted file is attached for review. Thank you for your help.
