Redact tool redacting more than selection (all content)

When I use the redact tool, after I have selected just a few words for redaction, the redact tool redacts more than selection. In fact it redacts all content!

I am using Acrobat Pro DC 2015 on a Mac.  This has happened with both Mojave and the High Sierra OS.
