Resize Shipping Label for 4"x6" Thermal Printer

Hey,
I want to print some package labels that are formatted on half a piece of paper, with the label on half of the PDF, to a 4"x6" thermal printer. The first attachment file is an example of how the PDF is sent to me, flipped on its side and the page size is a full page, with the label taking up half the page.
I've searched for the best way to resize a PDF to 4"x6" on Acrobat but when I try to select "Organize Pages" then "set page boxes" and set the page size to 4"x6" it says "page size may not be reduced" as seen in the second attachment file. I check the page size under properties and the size is 10.98"x8.27" so it's larger than the 4"x6" size I want to reduce it too.
In the third attachment file, I've tried to go to "print" then under "page sizing & handling" I select "actual size" and then under "orientation" select "Portrait" but then I can't move the printing box (top left of page) to where the label is located (middle right of page). I double checked that the paper size is set to 4"x6" under page setup.
I thought this would be easy to format but I'm stumped and would appreciate your help and the steps I need to take to print this PDF to a 4"x6" thermal printer, thank you!
