Secured PDF can still be edited though exporting into Powerpoint or other Format

If I add password security and restrict editing for my PDF it is still possible to export the PDF to Powerpoint or other format, change the content and save it again as a PDF. So the editing is not really restricted. Is there a way to restrict also these exporting functions so that I can make sure that editing is not possible in any case? Thanks

With that setting it works to restrict the exporting functions. But I would like the viewer to be still able to copy some text of the secured PDF (just restrict the editing and exporting), not sure if this is even possible...?
