Hi.
i have one pdf file of two A3 pages: |1-2| & |3-4|
now i would to obtain a pdf compound of 4 pages: 2-3-4-1
how can i do this? i start from a brochure project in InDesign

You are not using the actual version of Acrobat.
In your version activate the page thumbnails at the left side and move the pages.

I have downloaded the plugin from your page, but I cannot get it to work. I don't have an Action Wizard. My version of Acobat Pro is on Mac 10.12, Adobe Acrobat Pro DC which I have from my CC subscription. Version number is 2015.023.20056.
What am I doing wrong?

You do have an Action Wizard, it's just in a different location as in older versions of Acrobat. In Acrobat DC, the best way to find tools is to use the Tools search field (there is one at the top of the right hand pane, and one at the top of the Tools page):
