a_C_student is right with his diagram, I just thought it might be helpful to actually see it in the Tags pane. The way you're letting those items is confusing but regardless, here's how they should be structured.

There isn't a way to automatically tag a nested list (or any kind of list) in Acrobat itself. You'll have to create the tags by hand and manually drag/drop them into their correct order. It's always faster and better to construct the hierarchical lists in the source program (Word, PowerPoint, InDesign) when you can.
