Tool missing since ever

i miss a tool with which i can draw, insert arrows and write. my team colleague has it (see picture), i simply don't have it, i've looked everywhere in acrobat. we have the same version (23.0). Can anyone help me?

Consider the "new Acrobat" as a beta version, many features are still missing or half-implemented.

Hi JR, thank you so much for your superfast help. I'v tried to follow the simple steps on the mentioned link, but my Acrobat even does no show the "hamburger menu" nor can I find it below "Datei" in Acrobat itself. Really weird... do you maybe have another idea?
