Toolbar stays customized only in first doc, uncustomized everywhere else

I'm in Acrobat Pro 2023.006.202320 on macOS (M1 chip).
What I did:
- Opened pdf 1
- Succesfully customized the toolbar the way I want
- Opened pdf 2
What I expected
The customized toolbar would appear in pdf 2 as well
What actually happened
1. A totally different, uncustomized toolbar is shown.
2. When I attempt to re-customize the toolbar while in pdf 2 (View > Show/Hide > Customize toolbar), bizarelly the customization dialog displays my customized toolbar. Changing and saving a customization this in the customization dialog(like moving an icon up or down, or adding another one) doesn't change the actual toolbar in pdf 2. 3. When I re-open pdf 1 though, the customized toolbar is displayed.
Tried restarting.
At this point, all I can think of is to uninstall/reinstall.
Does anyone know how I can get out of this stuck mode? FYI I've seen posts about switching to the "old UI", but I see no such option in my View menu: I'm stuck with the new UI (which looks totally different from the UIs in online help articles like this one: https://creativecloud.adobe.com/cc/learn/acrobat/web/customize-toolbar?locale=en-CA

Now it's suddenly working: the customized toolbar appears in pdf 2.
What I did to fix it makes no sense to me:
- With all files closed, clicked on Your files under Adobe cloud storage (I had been opening files from Recent)
- Click on pdf 2
A new menu that had never been displayed before for PDF 2 appeared on the far right, including Add Comments:
- I clicked Add comments
What happened:
PDF 2 opened, now displaying the customized toolbar.
If I close pdf 2 and open it by double-clicking, the customized toolbar continues to be displayed, whether I open it from Recent or Your files.
I'm mystified.

Hi, @Richard32767964opgc, I'm not fully sure what happened either, but when I see things like this, my first thought is to rebuild the preferences. Here's how to do that in Acrobat

Wow. Wow. Just, wow.
Now for no discernible reason whatsoever, suddenly I can't save changes -- I'm prompted to Save as -- and the toolbar spontaneously reset, removing all customizations. All I did was use make 2 comments using my customized toolbar. In Files, the option to Edit Comments has vanished:
Is this version of Acrobat Pro just full of bugs, does anyone know???

Oh, and the customization dialog is back to believing -- falsely -- that my toolbar is still customized:
By the way, this is on a second computer (same version of macOS), with a brand new installation of Adobe Acrobat Pro. So the problem isn't in the installation. It's either in the file which is in Adobe's cloud, or -- more likely -- this binary just has bugs.
