Trouble changing the scale ratio

I'm attempting to set the scale for a plan using measurements already on the plan.

What am I doing wrong?

Bernd, not sure I understand you. They are both wrong, and when I try to rescale, it scales incorrectly.

You use the scale ratio 566mm = 8840mm
You can change this.
