Unable to edit all pages in multi-page PDF

I am trying to edit a 5-page PDF doc with Adobe Acrobat DC. I should be able to edit all pages but can only edit pages 1 & 4. I can't edit pages 2, 3 & 5! It doesn't make sense!  It is not password protected, under Properties>Security>"Filling of Form Fields" is Allowed and under Settings>Scanned Document Editing Settings>Make all the pages editable is Checked. I've tried everything and wasted hours! There isn't a reason why certain pages are editable and others aren't. Please help!

The filling of forms fields is totally irrelevant here.

 

The only editing that you can do for scanned pages is editing of text, assuming that the option you specified, make all pages editable, is checked AND if OCR has been performed on the particular pages. Without seeing the PDF file in question, my bet is that you didn't run OCR on the pages in question or the OCR failed due to image resolution being too low or other issues.

 

I would suggest you open the PDF file, select the Scan & OCR tools, select Recognize Text, and choose the appropriate options as well as the particular page(s) you want OCR (i.e. text recognition) performed on. When that completes (assuming no errors), try the edit functions again.
