Steps to duplicate:
Chooses Draw freehand from the toolbar.
Click and draw freehand writing by drawing numbers, dashes and ABCs in between with clicking and unclicking creating non-continuous lines making up the characters.
Notice that sometimes a Pop-up appears beneath where I am trying to continue for Add note & Delete.
Workaround:
Wait a few seconds for Add note & Delete pop-up to disappear, or start drawing in a location without the pop-up. (Or revert to old Acrobat experience by choosing Disable new Acrobat from the Menu.)

I expected to be able draw non-continuous lines without delay (as I could in previous version of Acrobat)
I observed that I am unable to freely draw non-continuous lines sometimes when using Draw freehand tool without Pop-up overlaying my drawing area, preventing the next line drawing, adding an unwanted comment or completely deleting the freehand drawing.

Update. This appears to only happen on certain PDF files that I am annotating with comments. I cannot duplicate the error on a new blank PDF, but I can always duplicate the error on certain PDFs. It appears that before the error occurs, and I have completed drawing one line, that the first non-continuous line "comment" object appears selected (surrounded by a blue bounding box with corner handles). This error may have something to do with the error I reported in this post. Also of note: I cannot duplicate this error on my Mac.

Now I can duplicate the error on Mac as described previously on Windows. Again I cannot recreate the error on a blank PDF that I create, but I can always reproduce the error on specific PDFs. The PDFs where I notice the error have been created by printing to Adobe PDF from Windows by printing a Gmail message from Chrome browser.
