Unable to import preflight library in Acrobat Pro 2020 (same library works fine in DC version)

I have recently switched from Acrobat Pro DC to Acrobat Pro 2020 (desktop version). I am on Windows 11 Pro. We have a .kpfl library that has been working great with the DC version for the past six months. However, when I try to import the library, I get the error "No file found" - though when I restart the program, the title of the library is found in the list of libraries, but the body is empty. We installed Acrobat Pro 2020 on another Windows machine and found the same behavior.
If I send the exact same file to a coworker who uses DC, they are able to import and use the library.

I've attempted to get help through Adobe Support and no one seems to understand the problem or know how to fix it.

 To resolve the problem with loading preferences for Preflight in Adobe Acrobat:

  1. Disable Protected Mode:

    • Go to Menu > Preferences > Security (Enhanced).
    • Uncheck Enable Protected Mode at startup.
    • Restart Acrobat

      This one worked for me. Otherwise, try the following:
  2. Clear Preflight Preferences:

    • Navigate to %APPDATA%\Adobe\Acrobat\Preflight Acrobat Continuous.
    • Rename or remove the folder (make sure to back up any custom profiles before doing this)

  3. Reinstall Acrobat:

I got the same issue between two versions of Acrobat DC (2020 and 2022), fixed by redoing the job on an old Mac running a 2019 version.

I haven't tested but you may be able to fix this issue by opening the KFP file with a text editor (Notepad++) to decrease its version number (on the 2nd line):

<pdfpreflight version="15.0">
