Unable to install Acrobat Pro DC on Windows 7

Could not install patch to Acrobat Pro DC (Classic) and
ended up uninstalling Acrobat to try and fix the problem.

Used both the “Microsoft program install and uninstall
utility” and then the Adobe Acrobat Cleaner (DC2015) and restarted the
computer.

Logged into my adobe account and tried to install a fresh
version copy of Acrobat Pro, but the installation is at “Time reaming: 0
seconds”.   The Task Manager shows “running”,
but there are multiple instances of msiexec.exe *32 running.

Fully patched Windows 7 (64 bit) OS.

Any suggestions to get past this issue?

After several unsuccessful attempts to update Acrobat Pro DC (Classic; version 2015.006.30243) I have to think the problem lies with
Acrobat.

For every potential solution outlined below the same sequence is observed: Download Patch; Ready to Install; Update Failed - “No valid
sequence could be found for the set of updates" error 1648.

Here is what I have tried (as Admin):

1. Contacted the chat line to request help.

Uninstalled and reinstalled with anti-virus program disabled.

Failed to resolve issue.

2. Cleaned the old installation out using Microsoft program install & uninstall utility and the Adobe Cleaner (DC2015), then reinstalled Acrobat. Installed offline program download and offline patch version from (https://helpx.adobe.com/acrobat/kb/acrobat-downloads.html).

Failed to resolve issue.

Adobe help (chat) desk recommended following the instructions at (http://winbytes.org/help/adobe-reader/acrobat-error-1648.html).  Despite my reluctance to install this tool I did so--and it was mistake.  The tool “Reimage PC Repair Online” is flagged by Symantec as “potentially unwanted application” or PAU.  Using this link I finally removed all vestiges of the tool by hand. (https://www.symantec.com/security_response/writeup.jsp?docid=2014-121809-5439-99&tabid=2).  If there is any question on the
efficacy of the tool.  One can follow this link at the Malwarebytes forums (https://forums.malwarebytes.org/topic/169127-reimage-repair-false-detection/).

Failed to resolve issue & spent several hours removing tool.

Reinstalled Acrobat (without updating) and then uninstalled using Revo Uninstaller Pro (http://www.revouninstallerpro.com/).  Afterwards reinstalled Acrobat and attempted update.

Failed to resolve issue.

Created another admin account profile and tried installing and updating Acrobat.

Failed to resolve issue.

Checked for corrupt Windows OS and MSI installer

Ran System File Checker (SFC).

Checked that MSI per this link (http://answers.microsoft.com/en-us/windows/forum/windows_7-performance/installations-using-msiexec-freezes/d2cf3800-7981-e011-9b4b-68b599b31bf5)

Updated the registry per this Microsoft support page (https://support.microsoft.com/en-us/kb/913754) based on a "No valid sequence could be found for the set of patches" error text that Acrobat returns.

Failed to resolve issue.

So, I am left with a critical program that cannot be update to remove security risks.  This is unacceptable.  Does Adobe have a rollup release to the Acrobat Pro that can be installed that had all the patches already incorporated?

Any further suggestions are welcome.
