Unable to password protect PDF's while they are in outlook

I am able to go through the process of Encrypting with Password a document via Adobe in outlook, which once done, I can click on the attachment in the email and it will require the password. But as soon as it is sent, the protected document looses its protection and can be opened by the recipient without a password

Please share the steps you use to password protect a PDF in an email attachment. Are you sending the same document that was password protected? It would be helpful if you could share the screen recording of your steps.

So the steps I am taking are:

 

1. Attach email to file

2. Open the document from the email and click on 'Protect a PDF'---> 'Encrypt with Password'

3. Tick Require a password to open the document---> typing in the password--->OK---> typing it into the pop up--->OK

4. Closing the document and saving the changes being made

5. I can then open the attachment that is in the email and this will then require the password.

6. Once this is then sent, the recipient of the attachement is able to open it without the password
