You can't save a file if you don't make any changes to it. You can use Save As, though.

Hi jenniferw52448115,
As you have mentioned that the save window appears blank when you try to save file, please try unchecking the box for "Show online storage when saving files".
For that, go to Edit menu > Preferences > General and uncheck the box.
Make sure you click Ok to save settings.
Now try to save file and check if it works fine
Let us know if you need any help.
Regards,
Meenakshi

I have the same issue. Changing the show online storage option in preferences helped about half the time, but I still have the same issue. If I try to change a PDF attached to an e-mail i'm sending, it will not save the changes. Sometimes it even asks to save the file, but when I go back to open it up, the changes were never saved.
I have this problem when I try to send files encrypted and don't want to save them encrypted on my computer, only the e-mail I'm sending.
