Good morning all. It seems Acrobat lacks any ability to effectively view all pages of a PDF document if the pages are not all of the same size.
Is there a way to quickly normalize all page sizes so I can actually view the document in Acrobat?

Hello Morgan,
I hope you are doing well. I understand from above that you want to change the view of all the pages to the same size.
However, there are workarounds for it:
1. Print the PDF and change the printer to Adobe PDF-> choose the option that says shrink oversized pages-> and change the page size to your required size using Page Setup.
Printing using Adobe PDF should create a new copy of the PDF and change the size of all the pages to one.
2. You can convert the document to word-> make the changes or edit the file as per your needs and convert it back to PDF.

Why wouldn't this product have its own built-in UI for effectively reading PDFs? This is the main PDF program, from the PDF format owner.
Does Adobe make a separate paid or unpaid product that provides this functionality?

In Adobe Acrobat DC Pro you can scale the pages.

Go to the View menu : Page Display : Single Page View
and
go to the View menu : Zoom : Zoom to Page Level
Then you will see all pages at the same size.
