When printing multiple pages per sheet, how do I scale up or down the size of these individual pages within the sheet?

Can find the option to scale (as a %) when just 1 page per sheet, but when doing multiple pages per sheet there is no option like this that I can find. I go on "Page Setup" at bottom, but all the margin size options (which may help with scaling potentially) are grayed out.

Could you please share the exact version of Adobe Acrobat DC you are working on? Open Acrobat DC>Help>About Acrobat DC

This issue has already been reported with the latest update Acrobat DC 19.008.20071 and fixed in next official update (19.008.20074). This update should have been automatically pushed to all existing installations of Acrobat. If you want, you may also manually trigger the update by opening the application and going to Help > Check for Updates.

You can change the page sizes before printing.

Multiple pages per sheet just scales automatically. You do not have control of the scaling.
