I just tested this link: ftp://ftp.adobe.com/pub/adobe/acrobat/win/AcrobatDC/misc/ from the Admin Guide and it works.

 

I did notice that depending on the security restrictions of the browser it may not execute the ftp download, since it will expect an external FTP program to handle the download.  Check if the error is due to being behind a Proxy adnd/or VPN.

You may be using an outdated link. 

 

If the FTP link is not working for you use the most recent updated link to the customization wizard installation guide  from here:

Only the link for Mac works. For PC's we get a download error.
