Redocking, repairing Adobe, adjusting the windows settings,  or Updating the GPU driver, does not resolve the issue. 

I found the solution to a similar issue thanks to @hannahn40243060 in a reply:

It's an compatibility issue that can be resolved by lettting the Windows choose the correct Compatibility mode to run  which is Windows 8 compatibility mode.

If on the desktop, Right-click on the app  --> then properties --> in properties, go to the tab that says "compatibility" --> in compatibility tab, under "combability mode" check the box and make sure the dropdown menu is on Windows 8 --> then go to change settings for all users and proceed with the same check boxing --> make sure to hit APPLY and then OK. 

If not on the desktop, you may need to righ-click and select open File Location, then follow the previous directions.
