Why can't Acrobat default to the Free Viewer when I doesn't find an active license?

I opereate regularly more then 2 computers on my Adobe CC license, (home, Office and 2 Laptops) which is not a problem with most programs with the dynamic activation. However with Acrobat I need an acticve license just to view a document. With the prevalence of the PDF Format for distribution of documents it is really annoying to reactivate the license just to quickly read one file.

It is not possible to have the free Viewer and Adobe CC in any form on the same computer.

Why can't Adobe default to the viewer when it doesn't find an active license? Someone without a license can install and use the Acrobat Viewer on as many computers as they like.

Why am I penalised for having an Creative Cloud license, in that I can only use it on 2 computers?

The 64-bit application is a unified application for Acrobat and Acrobat Reader. If you have installed Acrobat Reader 64-bit and you purchase an Acrobat subscription, the Acrobat Reader 64-bit application will upgrade to become a fully functional Acrobat 64-bit application.
