Trying to rotate anything or make the most simplistic changes to any text or shape is pretty much impossible. Why is it like this and in the year 2022 why has it not been updated? After paying for Adobe, you can barely edit or do anything in this program anymore. It use to be much more capable and now almost nothing. HELP!

Please remember that Acrobat is neither a word-processing program nor a page layout program. Acrobat does allow minor edits, and the more you can do, great. But the intent of Acrobat from the beginning, and still is, is to provide a safe, reliable digitally printed document.
If you need to rotate these objects, go back to the program that created the original document, make your changes, then go and create a new PDF with the changes you want.
If you really want Acrobat to be able to do all these other things, are you sure you want to write a book in Photoshop?

The document was created in AUTO CAD building plans. We then use other programs to add notes, measurements, etc.. So for this purpose I really would like to use Adobe. CAD files are exported into PDFs from the architect when distributed so I do not really have an option. It seems that one should be able to simply rotate text in Adobe, it is a simple movement but if you cannot, I would just like to know for certain.
