Windows-1251 text encoding convertion to Windows-1252

I have a pdf file where Cyrillic characters are displayed incorrectly due to Windows-1251 encoding:

Is it possible to convert text in Acrobat from Windows-1251 encoding to Windows-1252?

It contains multiple exe files for different decoding, you need to open your pdf with every .exe (drag pdf to .exe icon) - it will create different decoded pdf's, one of them should be repaired
