Zoom and Pan

I want zoom and pan to work like zoom and pan works in AutoCAD. Is there a way to change my settings to
modify what the mouse does inside Adobe?

When I click the mouse wheel button I want to grip this
point in the document.

When I roll the scroll the mouse wheel I want to zoom in and
out.

Both of these two are non-starters for me. I will reference (xref) the pdf's inside
AutoCAD before I change the way I zoom and pan.

Currently I have to hold control to zoom... I refuse to do
this. (I have a secondary keyboard with
only numbers for my left hand. With no
control function key on this keyboard. )

The zoom wheel clicked in does some weird super fast whole screen
movement. My mouse sensitivity is maxed
out for AutoCAD making this Adobe function unusable.

I am using a regular wired dell mouse no extra fancy buttons
these are my favorite. (They cost $10
and wear out in 6 months)

My work around is laggy.
I need help please. Currently I can only use the program to combine pdf's, which is a shame.

I have Adobe Acrobat pro X.

"Try View> Zoom >Dynamic Zoom. I find it much easier to get to different parts of a large page. It does not "drag like above, but may help."

Just for troubleshooting purposes,

Would you be able to reproduce this scenario in a computer with a more recent and supported version of Acrobat Pro?

If the same problem occurs in a newer version of Acrobat Pro, you may disregard the guidance below.

In which case, maybe updating or uninstalling and reinstalling the device's drivers directly from DELL's support website can do the trick.

If you're on a Microsoft Windows machine, it is worth noting that sometimes, Windows unattended updates may allow the operating system to download and install its own set of generic drivers version for a particular peripheral.

If you can provide more details about your operating system and the mouse pointing device model, I can assist you better.

But in any case, Since your version of Acrobat is old and unsuported, if you are on a Microsoft Windows environment, I would try to repair the installation first (macOS doesn't have the repair installation option; you'll need to manually uninstall and reinstall).

After the repair is complete, go to the release notes site for your version and manually re-apply the last update that was published for that version of Acrobat Pro on October 13, 2015:
