The latest AcroRdrDCx642200220191_MUI.exe setup installs version 21.007.20091, at least that's the version number I see in Add Remove Programs.
Also, the MUI language does not follow the OS Language, my system has a French Canada language pack installed and Adobe Reader DC remains in English. Has anyone else noticed this?

Hope you are doing well.
Do you have the Acrobat Reader DC installed already and trying to install the latest update, or are you trying to install the application for the first time from AcroRdrDCx642200220191_MUI.exe setup?
1- Open the Acrobat Reader DC downloaded on your system and navigate to Help>Chcek for updates.
2- If that doesn't help, then run this cleaner tool to remove the existing setup and download it from here:
https://get.adobe.com/reader/enterprise/
Check the version, whether you have got the updated one or not.

It's a brand new Adobe Reader DC x64 MUI install on a newer Windows 10 vm. Try it yourself first please, you'll see for yourself.

Steps to reproduce the isssues:
1. Install a different language pack on Windows, for instance French Canada.
2. Download and install this setup
https://ardownload2.adobe.com/pub/adobe/acrobat/win/AcrobatDC/2200220191/AcroRdrDCx642200220191_MUI....
3. Verify the version in Add Remove Programs (appwiz.cpl) it won't match the version of the file previously downloaded
4. Switch the Windows language to French Canada
5. Log back in and launch Adobe Reader, the language will remain to English even if the parameter is set to follow the OS

We had to go back to the x86 version. The x64 MUI package isn't actually a MUI. The binary bits are physically missing from the package. It's pretty clear if you extract both MSI's, the 32-bit MSI has tons of language-based files, the 64-bit one is English-only.

As you can see, none of the MUI packages are there. Whatever build system is churning these packages out is not adding the MUI bits.

I've managed to figure this out on my own. The new installer has all of the language components in a separate CAB file, and you have to explicitly tell it you want all languages; it seems they are migrating away from separate MUI installers in general.
LANG_LIST="cs_CZ,da_DK,de_DE,en_AE,en_IL,en_US,es_ES,fi_FI,fr_FR,fr_MA,hu_HU,it_IT,ja_JP,ko_KR,nb_NO,nl_NL,pl_PL,pt_BR,ru_RU,sk_SK,sl_SI,sv_SE,tr_TR,uk_UA,zh_CN,zh_TW"
Add this MSI parameter to your command line and it should simulate the x86 MUI behavior. Would be great if you could just say "LANG_LIST=All", but until then....
