Adobe Acrobat Pro DC: Allow an instructional page to be deleted from a SECURED document?

I have a primary source document that I've created in Adobe Acrobat Pro DC, and the following options from which I am only able to select one:

 

Changes Allowed:

None

Inserting, deleting, and rotating pages

Filling in form fields and signing existing signature fields

Commenting, filling in form fields, and signing existing signature form fields

Any except extracting pages

 

I want to know if there's a way to allow filling in form fields, and also deleting a page; the document is a fillable form, however there is an instructional page that is not necessary to keep when members turn in the document for review. I would like the document to be secured from copying and certain editing like, to that of the form fields, copying the work to use with another company logo, etc.

 

Essentially I want to allow the following *bold options:

 

Changes Allowed:

None

*Inserting, deleting, and rotating pages

*Filling in form fields and signing existing signature fields

Commenting, filling in form fields, and signing existing signature form fields

Any except extracting pages

 

If there's a way to do this please instruct me.

Acrobat Reader can't delete pages.

Not quite true. It can delete pages that were spawned from a Template. However, that will only work in Reader if the "Filling in form fields and signing existing signature fields" policy (or higher) is applied.
